By-laws

§1

The Chairman conducts the meetings and sessions of the „Regionalrat Wirtschaft Rhein-Hunsrueck e.V“. He can be represented by the vice chairman.

§2

After the opening of the meeting of ordinary members, the chairman or his representative, first announces the agenda decided by the board of directors and presents the individual points in the designated order for consultation and voting, in case the board does not decide otherwise.

§3

The chairman allows the members to speak in the order in which they volunteer to do so. The chairman and the board members can in all circumstances also speak out of turn.

§4

Applicants and reporters have the say as first and last person. To a remark about the agenda and to an actual amendment and also to the posing of a question relating to a particular matter, the speakers must be made note of before they are allowed to speak. Personal remarks are allowed at the end of the session as individual cases.

§5

  1. In case of inept statements, the chairman calls the speaker back to the point. If a speaker breaches the decorum, then the chairman reprehends him and issues him a warning, if need be. If the speaker carries on, diverges from the subject at hand or from the correct order of speech, then the chairman asks the speaker to stop, after pre-warning him, regarding the matter being discussed.
  2. Members who disturb a meeting or a session by inappropriate behaviour, can be indicated to leave the meeting room by the chairman after being pre-warned. Apart from that the chairman has all powers are required for the maintenance of orderliness.

§6

Proposals which are not furnished on time as per § 8 of the constitution, can only be placed on the agenda only with an approval of the entire board. Proposals for alterations in the constitution are excluded here from.

§7

Proposals regarding the closing of a debate will be voted immediately after first reading out the speakers list. If the proposal for closing the debate is accepted, then the chairman allows only one speaker for and one against, to speak. He does this in the order in which they have been entered, subject to transfer to the speaker next in line as also the person who made the proposal and the reporter. The speakers who have themselves spoken on the issue cannot later place an application to close a debate.

§8

If there are many applications on hand pertaining to a single point, then it is to be ascertained which application has the greatest extent and that must be voted first. In case of acceptance of an application further voting is omitted. Otherwise the voting takes place in the order in which the applications were received.

§9

  1. Voting takes place either by show of hand (open voting) or in writing by ballot cards (secret ballot).
  2. If an application is filed for a written(secret) voting, then at least half of the present eligible voters must agree.

§10

A simple majority of the given votes is sufficient for acceptance of an application.

§11

The provisions of these by-laws are valid only to the extent that the constitution does not establish other rules.
